Boys' Australian Rules Regulations

December, 1997

 The games will be played under the current laws of Football as applied by the TFL subject to the variations listed.

These additional rules concerning the conduct of play apply to all football matches played by schools whose Heads are members of the Association of Heads of Independent Schools of Australia(Tasmania) and therefore operate under the jurisdiction of SATIS.

 If an umpire believes a school has not observed the spirit and intended practice of these rules, he must telephone the Chairman of S.A.T.I.S. at the first available opportunity.

 1. Team Officials

 1.1 A match will not commence until field umpires:-

 1.1.1 have met personally with the coach of each team.

 1.1.2 have met personally with the Captain of each team.

 1.1.3 have agreed with each coach the location on the ground where the coach, team officials, inter-change players and timekeepers will stand or be located during the conduct of the match.

 1.2 Each team may have as a maximum the following officials:-

 1.2.1 a coach, which is mandatory.

 1.2.2 a boundary umpire, which is mandatory.(Two for State Final)

 1.2.3 a goal umpire which is mandatory.

 1.2.4 a runner, who must be dressed in school colours and identified as such. The runner may not be an inter-change player.

 1.2.5 a team manager.

 1.2.6 up to two trainers, identifiable as such. A trainer may not be an inter- change player.

 1.3 Each team playing under a SATIS roster must provide one boundary umpire, who must be dressed in a white top. The boundary umpire may be a student of the school.

 1.4 Each team playing under a SATIS roster must provide a goal umpire, who must be supplied with white flags, a score card and white umpire's coat. The goal umpire may be a student at the school but must be over 17 years of age.

 1.5 Goal and boundary umpires do not have the authority to sanction players for an alleged offence, although they are entitled to draw to the umpire's attention any behaviour or incident which they consider inappropriate.

 1.6 The field umpire has authority to over-rule any decisions taken by goal or boundary umpires.

 1.7 The visiting school shall provide a list of players and numbers for the host school no later than 11.00am on the day before the match.

 2. Inter-changes

 2.1 Inter-changes must occur under the supervision of the team manager, coach or individual known to the coach and to the umpires.

 Penalty: denial of inter-change by umpire, with instruction to follow correct procedure.

 2.2 Inter-changes must occur in an area marked on the boundary, adjacent to the wing location and a reasonable distance away from the spectators.

 Penalty: denial of inter-change by the umpire.

 3. Spectators

 3.1 The field umpires are entitled to seek the support of a team's manager should the umpires be subject to abuse by that team's supporters and spectators, which is vulgar, offensive or insulting to the umpire and not in keeping with the accepted conventions of schoolboy football. In such circumstances, the umpire may halt the game and inform the coach of the reasons for his concern.

 3.2 The manager or school representative is obliged to take immediate steps to correct any situation brought to his attention by an umpire by whatever means he judges appropriate and to inform the umpire accordingly.

 3.3 Individuals, be they spectators or parents, may not stand in front of a boundary fence or closer than 2 metres to a boundary line.

 3.4 The home team manager, as Match Manager, is deemed for the proper conduct of parents, coaches and players participating in each game under his control. The opposition team manager and both coaches must be aware of the importance of their demeanour in supporting the Match manager in this regard.

 3.5 The umpire is requested to provide a written report on stoppages occurring as a result of 3.1 and 3.2, where the umpire deems necessary, to both team managers.

 4. Sending Off

 4.1 In all cases except for physical abuse, direct verbal abuse at an opponent or the umpire, or where a player has lost control and continues to swear, the umpires should be encouraged to use 50m penalties and/or free kicks.

 4.2 When a player is sent from the field:

 a) that player takes no further part in the game.

 b) the player may be replaced by an interchange player at the same point in time in the next quarter. e.g. A player sent off at the 18 minute mark in the second quarter the replacement comes on at the 18 minute mark of the third quarter.

 c) any send-offs shall be followed with a written umpire's report. This shall be given to the Managers of both teams. A copy shall be forwarded to:

 i) the Principal of the offending student's school.

 ii) the Secretary of SATIS.

 d) any player sent from the field will serve an automatic one-match suspension. Further action will be left to the discretion of the school.

 5. Approaching Umpires

 A team coach only, but in the company of his team captain only, may approach an umpire at quarter breaks in play and request an explanation of the interpretation of rules of the game. It is the coach's responsibility to ensure such an approach is courteous and constructive.

 Penalty: for discourteous approach: referral to Chairman of SATIS

 6. Host School

 The host school will provide:

 6.1 two TFL approved footballs.

 6.2 one TFL approved football for 2nd XVIII

 6.3 a program detailing player names and numbers.

 6.4 after match refreshments.

 7. Venues and Times

 7.1 Matches will normally start at 1.00pm unless alternative arrangements are agreed to by both schools.

 7.2 2nd XVIII matches will normally start at 11.00am

 7.3 The host school will determine the venue. The venue would normally be its own home ground but it may chose another venue of suitable standard if the home ground is unavailable.

 8. Duration

 8.1 Each quarter will consist of 25 minutes with NO time on (except at the umpires discretion)

 8.2 2nd XVIII matches will be 20 minutes with NO time on.

 9. Uniforms

 When both sides where the same or similar colours, the visiting team must change theirs to a sufficiently contrasting colour to that of the host school.

 10. Statewide Minor Premiers

 Statewide minor premiers are to be declared at the end of the round of Statewide matches.
