Australian Rules Football

The games will be played under the current laws of football as applied by the TFL, subject to the variations listed. These additional rules concerning the conduct of play apply to all football matches played by schools whose Heads are members of the Association of Heads of Independent Schools of Australia - (Tasmania) and therefore operate under the jurisdiction of SATIS

If an umpire believes a school has not observed the spirit and intended practice of these rules, he must telephone the Chairman of SATIS at the first opportunity

Sportsmanship:
All players will line up before and after the game and shake the hand of every opposition player. Coaches will lead this by shaking hands with each other.

CANCELLATIONS:

In the event that a ground is deemed unfit for play, a match may be transferred to a ground within that region provided a ground is available. Such a game may not be transferred between regions. If a game is unable to be played on the scheduled day owing to ground conditions, the game will be declared a draw and points shared. The game will not be able to be played at another time.

In the event that a game is in doubt, the host school must ensure that their opposition is informed as soon as the possibility of a cancellation becomes apparent.

1. TEAM OFFICIALS

1.1 A match will not commence until field umpires:

1.1.1 have met personally with the Coach of each team.
1.1.2 have met personally with the Captain of each team.
1.1.3. have agreed with each coach the location on the ground where the coach, team officials, interchange players and timekeepers will stand or be located during the conduct of the match.

1.2 Each team may have as a maximum the following officials:

1.2.1 a coach, which is mandatory:

RESPONSIBILITY OF COACHES:
a) The coach is in charge of the team, not the umpire. Coaches should be prepared to remove and discipline players for inappropriate conduct, regardless of whether the incident was seen by the umpires. Coaches must apply the rule under 4.1 listed above regarding 50m penalties. A coach should feel comfortable about approaching an opposing coach if one of that coach's players has been engaging in dangerous or inciting play. It will be assumed that the coach receiving this report will take action.

b) Coaches should meet prior to the game and
It is compulsory for coaches of opposing teams to meet at the end of each quarter to discuss any concerns PRIOR to addressing their teams. Should they feel it necessary, they may approach the Match Manager to convey their thoughts who will then pass this on to the umpires. If coaches feel more time is needed for the break following their discussion, they should seek approval of this from the umpires via the Match Manager.

1.2.2 a boundary umpire, which is mandatory (two for State Final)
1.2.3 a goal umpire, which is mandatory
1.2.4 a runner, who must be dressed in a white top. The runner may not be an interchange player, nor may he be a parent of a current player.The preference is for a senior student or a member of staff.
1.2.5 a team manager who will act as Match Manager for home games.
1.2.6 up to two trainers, identifiable as such. A trainer may not be an interchange player.
1.2.7 an interchange steward.

1.3 Duties of the Match Manager

1.3.1 To present umpires with an up to date Match Program including players, trainers, coaches and runners names for both teams.
1.3.2 To attend the umpires change rooms at least 10 minutes before the match with balls and program.
1.3.3 To accompany the umpires to meet the coaches and captains.
1.3.4 To report to the umpires at the quarter, half and three-quarter time breaks.
1.3.5 To To ensure the umpires are accompanied from the ground at half and full time.
1.3.6 To be available to the umpires during the course of the game.
1.3.7 To receive any report sheets from the umpires after the match.
1.3.8 To ensure that Goal and Boundary umpires are appropriately equipped and attired.
1.3.9 To ensure that a person has been appointed as timekeeper.
1.3.10 Ensure that there is an interchange steward, preferably an adult.
1.3.11 Individuals be they spectators or parents may not stand in front of a boundary fence or closer than 2 meters to a boundary line.
1.3.12 the home team manager, as Match Manager, is deemed responsible for the proper conduct of parents, coaches and players participating in each game under his/her control. The opposition team manager and both coachers must be aware of the importance of their demeanor in supporting the Match manager in this regard.

1.4 Duties of the Interchange Steward

1.4.1 Must be stationed at the designated area and control the area.
1.4.2 Must ensure that players enter and leave the ground via the designated area. 1.4.3 Notify the umpires as soon as possible of any problems.

1.5 Each team playing under a SATIS roster must provide one boundary umpire, who must be dressed in white top. The boundary umpire may be a student of the school.

1.6 Each team playing under a SATIS roster must provide a goal umpire, who must be supplied with white flags, a score card and white umpire's coat. The goal umpire may be a student of the school, but must be over 17 years of age.

1.7 Goal and boundary umpires do not have authority to sanction players for any alleged offense, although they are entitled to draw to the umpire's attention any behaviour or incident which they consider inappropriate.

1.8 The field umpire has authority to overrule any decisions taken by goal or boundary umpires.

1.9 The visiting school shall provide a list of players and numbers for the host school no later than 11.00am the day before the match.

1.10 Where a 2nd XVIII game precedes a 1st XVIII game, the coach of the 2nd XVIII team should remain with the team for the 1st XVIII game. 2nd XVIII players should remain in one area rather than mixing with other teams. The Home Team shall have a senior member of staff present throughout the ga me.

2.0 INTERCHANGES

2.1 Interchanges must occur under the supervision of the team manager, coach or individual known to the coach and to the umpires.
Penalty: denial of interchange by umpire, with instruction.


2.2 Interchanges must occur in an area marked on the boundary, adjacent to the wing location and a reasonable distance away from spectators.


2.2 a). Injured players may leave the ground at any point whilst accompanied by a team trainer. The interchange player must enter the playing field through the normal interchange area.

2.3 The number of interchange players shall be four.

2.4 Only twenty two players may be used in any game, including finals.

3.0 SPECTATORS

3.1 The field umpires are entitled to seek the support of a team's manager should the umpires be subject to abuse by that team's supporters and spectators, which is vulgar, offensive or insulting to the umpire and not in keeping with the accepted conventions of schoolboy football. In such circumstances, the umpire may halt the game and inform the coach of the reasons for his concern.

3.2 The manager or school representative is obliged to take immediate steps to correct any situation to his attention by an umpire by whatever means he judges appropriate and to inform the umpire accordingly.

3.3 Individuals, be they spectators or parents may not stand in front of a boundary fence or closer than 2 meters to a boundary line.

3.4 The home team manager, as Match Manager, is deemed responsible for the proper conduct of parents, coaches and players participating in each game under his control. The opposition team manager and both coaches must be aware of the importance of their demeanor in supporting the Match Manager in this regard

3.5 The umpire is requested to provide a written report on stoppages occurring as a result of 3.1 and 3.2, where the umpire deems necessary, to both team managers.

3.6 A senior member of staff must be present at all matches and must know his or her duties

4.0 SENDING OFF
A two-card system will be introduced in 2004 for all sendings off -see rule 4.3

4.1 In all cases except for physical abuse, direct verbal abuse at an opponent or the umpire, or where a player has lost control and continues to swear, the umpires should be encouraged to use the 50m penalties and/or free kicks. If a boy is penalised by a 50m penalty, he shall be automatically pulled from the ground by the coach to explain his error. He may be replaced immediately, once across the boundary line. The length of time he spends off the field is at the discretion of the coach. The game will continue during this process.

4.2 When a player is sent from the field:
a) that player takes no further part in the game (except under 4.2 g)

b) the player may be replaced by an interchange player at the same point in time in the next quarter e.g. player sent off at the 18 minute mark in the second quarter, the replacement comes on at the 18 minute mark of the third quarter.

c) any send-offs shall be followed with a written umpires report. This shall be given to Managers of both teams. a copy should be forwarded to:

i)  the Chairman of SATIS
ii) the Executive Officer SATIS

d) any player sent from the field (except under 4.2 g), will serve a suspension.

e) Suspension by other bodies:
Where a player is suspended by another body, he is not eligible to play for SATIS until he is cleared to play with that body.

f) Set penalties. The following penalties shall apply to a player sent off:
i) Sent off for repeated swearing or swearing at another player or umpire: Rest of game plus the next match
ii) Sent off for violence: rest of game plus next two matches
iii) If an umpire considers two weeks is insufficient for the offence, he should recommend a further penalty in his report.

g) The umpires may send players from the field of play for a period of up to fifteen minutes as a "cooling off" period, for offences which the umpires feel will lead to further or more serious misconduct. Players sent off in this manner may be replaced.

h) In the case of all players sent from the field, the umpire shall escort the player from the field and explain to the interchange steward the reason and the length of time of the suspension.


4.3 CARDS
a) Green Card: For "cooling off" or a warning. This will be for up to 15 minutes as per regulation 4.2 and is at the discretion of umpires for the length of the penalty.
b) Red Card: Any form of striking, whether contact is made or not and for any other offence listed in our regulations not covered by the green card.It is for the rest of the game and the player may be replaced as for rule 4.2.b
c) It is the responsibility of the Home team to supply the cards to the umpires before each game.

5.0 Approaching Umpires
Only the Match Manager may approach the umpires at a break. No decision of the umpires, whether correct or not, may be overruled by the coaches. If there is an issue, the Match Manager, WHO MAY NOT BE the coach of the Home Team on the day, may approach the umpires at the breaks.

a) A team coach may approach a Match Manager at breaks in play and request an explanation of the umpires of an interpretation of rules of the game. It is the Match Manager's responsibility to ensure such an approach is courteous and constructive.
b) The two coaches may, after meeting at the end of each quarter, approach the match Manager regarding either a concern about the conduct of the game or to make a request for more time at the break. The Match Manager will then convey this concern to the umpires.

6.0 HOST SCHOOL
The host school will provide

6.1 two TFL approved footballs
6.2 one TFL approved footballs for 2nd XVII
6.3 a programme detailing player names and numbers
6.4 after match refreshments
6.5 cards for the umpires

7.0 VENUES AND TIMES

7.1 1st XVIII Matches between Launceston schools will start at 1.00 pm unless alternative arrangements are agreed to by both schools. Matches between Launceston and Hobart teams will start at 11.00 am.No change may be made to the time of a match unless agreed to by the Executive Officer SATIS and NSATIS secretary.

7.2 The host school will determine the venue. The venue would be normally be its own home ground but it may choose another venue of suitable standard if the home ground is unavailable.

8.0 DURATION

8.1 First XVIII Each quarter will consist of 25 minutes with NO time on (except at the umpires discretion.) A count-down timer must be used for all 1st XVIII matches

8.2 2nd XVIII matches will be 20 minutes with NO time on.

8.3 Breaks between quarters will be as follows: Quarter time: 5 minutes; Half time 15 minutes; Three quarter time: 5 minutes. The siren will be a signal to the umpires that they may bounce the ball at their discretion.

9.0 UNIFORMS

When both sides wear the same or similar colours, the visiting teams must change theirs to a sufficiently contrasting colour to that of the host school.

10.0 RESULTS:

At each game a signed copy of both Team Sheets is to be given to the Match Manager along with a stamped addressed envelope to Helen Manson at The Friends School 23 Commercial Rd North Hobart; The Match Manager is required to place the team sheets, score cards and any reports in the envelope and post them to the Executive Officer, by the Monday following the match. As well, if a report is included, the Match Manager is responsible for phoning the Executive Officer to alert her to this fact.

11.0 FINALS

In a six-team roster there is to be a final four series to be played over 2 weeks. In a five -team or four-team roster the second and third placed teams to play off for the right to meet the team which finished on top of the ladder at the end of the Home-and-Away series.

The final will be held in the correct venue, North or South. If two teams from the same region are in the final, a request may be made, with the approval of both teams, to play the game in that region, but the venue will be decided by the team which finished top.

11.1 For a final four series the teams will play in both 1sts and 2nds: (1 v 4 )and (2 v 3), the two winners play the state final.

11.2 First XVIII :All matches are to be played at the ground of the highest placed team on the ladder at the end of the roster games.

11.3 2nd XVIII Finals matches are to be played at the same venue as the Firsts game if the matches are in the same region ( North, South, Northwest)

11.4
a) If two schools finish equal on the ladder their percentage should be calculated only using matches between these two schools, or

b) if three or more schools finish equal on the ladder they should be ranked first on points obtained between these schools and, second, on percentage calculated only on those same matches.

11.5 Where the second and third teams play off for the right to play the team which finished on top of the ladder, the venue shall be decided by the team which finished higher on the ladder.

11.6
State Final
Where two teams are tied at the end of full time, two periods of 5 minutes extra time shall be played with no time on and no break between these two periods, except to change ends.  A break of 6 minutes will precede the start of the extra time. If at the end of that time the game is still tied, then the result will be a shared premiership.
Preliminary Final:
If at the end of full time there is a tie, the team placed higher on the ladder shall go through to the final.

12.0 REPORTING PROCEDURE

12.1 If a report needs to be made it must adhere to the instructions below:

12.2 Any report must include full details of the incident concerned. Vague outlines are insufficient to warrant action being taken by the Executive Officer and Chair of SATIS. Specific details of unwarranted actions or behaviour are required to be made within the report.

12.3 Immediate notification that a report is on the way must be given to the Executive Officer.

13.0 Appeals Tribunal

13.1 For 2008, a tribunal system will operate in the case of an appeal by a reported student.


The tribunal will be comprised of:
Independent chairman (Shaun Young or appointee)
Independent tribunal member (AFL)
Reported student
School representative
Umpire - if available
Reporting procedure

A    Green card = 15 minutes on bench, player may be replaced
B    Red card  = automatic report.
•    Player sent from ground for remainder of the game, with no replacement         
•    Once reported the player has 30 minutes after the match to accept or challenge the penalty
•    If accepted, the report is sent to the Executive Officer SATIS and schools are notified by the EO       
•    If the report is challenged, the opposition Match Manager is to be notified within 30 minutes       
•    Team Manager to phone Executive Officer SATIS the same day, regarding the appeal       
•    The match report and game report to be forwarded to Executive Officer SATIS within 24 hours     
•    The reported player to give written evidence, signed by the Principal, to Executive Officer SATIS   
•    Executive Officer SATIS will advise Shaun or AFL appointee to convene a tribunal meeting
