1. The meeting shall be conducted under the rules of the Amateur Swimming Association of Australia, except as hereinafter stated.
2.
a) Lane positioning shall be allocated by seeding competitors on the times achieved in the respective Northern and Southern Carnivals. The two fastest competitors North and South will be placed in Division One. The remaining competitors will be seeded by times.
The two fastest swimmers of the four will be placed in lanes 4 and 5 respectively, then the next two in 3 and 6. The next four swimmers, whether from North or South will be placed according to times in this order: 2,7,1,8. This will depend on the number of entries in each race. Where seeding of swimmers occurs, the swimmers recording the fastest times will be placed in the second race, or third where there are three races.
b) The principle regarding holding race 1 and race 2 in each age group rather than combining age groups shall be as follows :
Where there are 14 competitors two races of 7 shall be swum.
Where there are 13 competitors there shall be a race of 7 and a race of 6.
Where there are 12 competitors two races of 6 shall be swum.etc.
3. Schools may have one entry in each event. Where no name is entered for an event on a school's entry form, then no competitor will be allowed to compete for that school in that event.Competitors may only compete in one age group with the following exceptions :
a) where necessity age groups are combined.(e.g. butterfly)
b) where a particular event is not available in any age group a competitor may compete in the next higher age group where the event occurs. (e.g. butterfly, 100 m freestyle)
4.Points be allocated according to the principle where
a) if 14 schools are eligible then first place is allocated 14 points; second 13 points etc.
b) relays count for double points.
5. A separate lane is to be provided for each competitor. They must swim in the lane allocated to them in the programme.
6. School coloured bathers and caps must be worn by all competitors. Breaching this regulation will result in disqualification.
7. There should be adequate lane ropes, blocks, handholds for backstroke starts, and a false start rope.
8. The State Swimming Carnival will alternate between North and South in an agreed venue
9. Disqualifications :
When a competitor or school is disqualified, it will not be announced. The school is to be notified of the reason through the teacher in charge, by an official.
10. There will be a lunch break of 15 minutes during the programme.
11. Where a school does not enter a competitor on the entry form the school will not compete in that event.
12. The order of events shall be, from oldest to youngest, alternating male/female:
4 x 50m medley relay (u14, u16, open)
50m freestyle
50m breaststroke
100m freestyle ( u15, u16, open)
50m butterfly (u14, u16, open)
50m backstroke
4 x 50m freestyle relay
13. The carnival is to be held on a Friday, wherever possible.
14. The resolution of disputes arising from any event shall be in the hands of the referee of the day appointed by the organiser. Disputes must be lodged with the organising secretary, in writing, by the person in charge of them, within 15 minutes of the conclusion of the event concerned. The organising secretary shall then refer the protest to the referee.
15. The nine trophies being competed for are :
Aggregate Boys, Girls and Co-educational ( All age groups).
College Boys, Girls and Co-educational ( U 16 and Open).
Junior Boys, Girls and Co-educational ( U13, U14, U15, U16).
The order of trophy presentation shall be rotated yearly to avoid one trophy gaining preeminence.
16. The SATIS Secretary is to distribute the program to each of the competing schools.
17. Results are not to be read in full at the final presentation. Schools placed fourth and below will have their place only announced. Schools placed 3rd, 2nd and 1st will be announced in that order along with their points .Schools shall only be announced in divisions in which they compete, otherwise, the name of the school shall not be announced.
18. The costs incurred by a school in organising the carnival will be met by SATIS. Programme production costs are for paper and "in-house" photocopying. Neither the organizing school nor the Convenor may use an "outside" printer to produce a programme without the permission of the Chair of SATIS.
